Draft Dodger Friedrich Trump(f) / Drumpf Enters United States Of America
Introduction - The Competency Test - Reasonable
Friedrich Trump(f) / Drumpf Was Born In 1869 - And - Arrived In New York 1885
"Prior to the Basic Naturalization Act of 1906, courts did not submit a duplicate copy of declaration of intention records to the federal government. After the 1906 law, immigrants who declared under the “old law” could file petitions for naturalization based on the old declarations. In those cases, the court where the naturalized citizen originally declared their intention will have the only copy of the declaration document." - Souce : US Government Archives
- The "Old Law" Provided That An 18-year-Old Could Declare An Intention Before A Court Of Competent Jurisdiction - Friedrich Trump, et al, Was Only Sixteen When Arriving In New York
“Old Law” Declarations of Intention (January 29, 1795–September 26, 1906)
Declaration of intention record content and format varied between courts before September 27, 1906. Prior to September 27, 1906, any "court of record" (municipal, county, state, or federal) could complete naturalization proceedings. Declarants often went to the court most geographically convenient for them. Making an “Old Law” declaration required no proof of actual eligibility for naturalization; any alien, aged eighteen or older, could file a declaration with any court of record at any time. The declarant paid the prescribed fee, appeared before the court (or often the clerk), and made a declaration of intention under oath." : emphasis added herein for purposes of clarity

US Citizenship Qualification 2023 - Naturalization History In The US
"Prior to September 27, 1906, any "court of record" (municipal, county, state, or Federal) could grant United States citizenship."
"In general, naturalization was a two-step process* that took a minimum of five years. After residing in the United States for two years, an alien could file a "declaration of intention" ("first papers") to become a citizen. After three additional years, the alien could "petition for naturalization" (”second papers”). After the petition was granted, a certificate of citizenship was issued to the new citizen. These two steps did not have to take place in the same court. [*Exceptions can include cases of derivative citizenship, processes for minor aliens 1824-1906, and special consideration for veterans.]"
HISTORY OF THE DECLARATION OF INTENTION
